In addition to adhering to postal prohibitions, I always thought that it was not a good idea to promote a raffle or illegal lottery and that "prize, consideration and chance" defined such activities, even if there was a "good cause" involved. But more and more I am seeing these in newspapers and on newspaper websites. Even the teller at my bank is offering to sell me a chance to win a house (as part of a charity raffle).
Has the law been liberalized and I missed it? Is it OK to "give" a prize that involves someone having to pay for a chance?
